General Summary:  This is a seasoned professional environmental/natural resources position that requires deep technical knowledge of an area or thorough knowledge of multiple areas. Positions will be expected to broadly interpret the principles, theories, and concepts of a scientific specialty and its regulatory requirements. Employees are usually considered statewide experts in their area(s), known outside the boundaries of state government, and influence standards at the agency, state, and national level. Work involves preparing/reviewing technical documents to ensure regulatory compliance, recommending/drafting legislation and rules, and providing expert testimony when needed. At this level, employees serve as technical leadership and will develop/implement strategies and procedures for the collection, analysis, and interpretation of environmental and natural resources data/information, designing research and forecasting models, and reviewing technical work of others.


Position Scope:  As part of the Missouri Wastewater Surveillance Program team, this position will facilitate a school-based fentanyl wastewater testing project. This project aims to address public health concerns related to opioid use through wastewater testing for opioids, data-driven insights, and community engagement. This Environmental Program Specialist will play a key role in building strong relationships with schools, parents, and other stakeholders while ensuring effective project execution.

Duties & Responsibilities:  
  • Communication with Schools and Parents: Serve as the primary point of contact for schools and parents, providing updates, addressing concerns, and delivering clear, accessible educational materials.
  • Data Analytics and Interpretation: Oversee wastewater sample collection, collaborate with laboratories to interpret testing results, and communicate findings in actionable and understandable ways.
  • Program Coordination: Manage project logistics, including sampling schedules and laboratory testing, while ensuring adherence to safety standards and program protocols.
  • Stakeholder Collaboration: Facilitate meetings and updates with stakeholders to ensure transparency and effective collaboration.
Required Qualifications:  
  • Bachelor’s degree and 4-6 years of relevant experience
  • Knowledge, Skills, & Abilities:  
    Ability to apply relevant statistical methods to the interpretation and utilization of gathered data. The ability to discern when legal assistance is required in conducting inspections and investigations. 
Preferred Qualifications/Skills:  
  • College Degree: Bachelor’s degree in environmental science, public health, biology, engineering, or related field.
  • Public Health Knowledge: Understanding of public health issues, especially opioid use and wastewater testing methodologies.
