Job Title:  Financial Analyst

The Financial Analyst will be responsible to helping grow the financial performance of assigned departments through thorough analysis of financial results, forecasts, variances and trends, developing financial models to support valuation, planning and forecasting and making recommendations to be presented to management.  This is not a remote position.

ESSENTIAL FUNCTIONS

  • Leads and coordinates budget development process for assigned departments; and
  • Prepares, reviews, monitors and analyzes departmental budgets and expenditures; and
  • Performs budget variance analyses and identify reasons for variances; and
  • Performs ad-hoc financial analyses and communicates findings verbally and in writing; and
  • Monitors spending to ensure compliance with limits set by budgets, contracts, and Board authorizations; and
  • Identifies ways to improve property management-related financial processes. Leads efforts to implement improvements in collaboration with other departments; and
  • Performs fiscal analysis of work-related capital improvements and rehabilitation of Authority owned housing or of any of its subsidiaries; and
  • Prepares financial feasibility projections and pro forma sources and uses budgets for rehabilitation and capital improvements; and
  • Provides financial leadership for project teams working on housing and capital improvement programs and
  • Prepares reports and recommendations for the Commission and of the governing boards of Authority affiliates; and
  • Responsible for housing financial data systems for internal and external reporting; and
  • Provides cost analysis of fiscal impact of projects and programs; and
  • Prepares a variety of narrative and statistical reports; and
  • Participates in finance related workgroups to develop procedures and policies; and
  • Performs analyses of financial information, accounting records, statistics, and systems for compliance with HUD or other regulations and Authority policies; and
  • Monitors Authority reserves and departmental needs for funding relative to operating and capital projects; and
  • Analyzes factors which impact fiscal projections; and
  • Recommends short and long-term actions for achieving and/or maintaining financial objectives;
  • Performs procurement and contract management activities including developing procurement strategies, identifying prospective vendors, writing requests for proposals, evaluating proposals, negotiating contract terms, obtaining management and Board approvals for purchases, and managing vendors; and
  • Reports on activities in Agency and HUD systems; and
  • Writes memos, reports, and Board resolutions.

MARGINAL FUNCTIONS

Performs other related work as required.

MINIMUM QUALIFICATIONS

A bachelor's degree in accounting, finance, public policy or business administration, economics or a closely related field; AND four years of increasingly responsible experience with affordable housing finance policy and implementation.

A master's degree in business, public policy, city planning, real estate, economics, accounting or finance may be substituted for one year of the experience requirement.
Must possess a valid California Class C driver’s license and have and maintain an insurable driving record.

Equivalent combinations of education, training and experience will be considered.

 

KNOWLEDGE AND ABILITIES


KNOWLEDGE OF: principles and practices of financial planning and forecasting; public finance/fund accounting principles and practices; organizational structure and financial systems of governmental agencies; HUD community development and affordable housing programs; the legislative process; budgeting; computer capabilities and their applications; general management methods and procedures; computerized accounting systems; general accounting principles, methods and procedures, including cost accounting and systems development; database, spreadsheets and financial planning software; strong quantitative and analytical competency; self-starter with excellent interpersonal communication and problem-solving; advanced knowledge of Microsoft Excel and familiarity with data query/data management tools extremely helpful. Yardi and Tableau software is a plus.

ABILITY TO: write accurate and clear financial/budget reports; prepare analytical reports on financial matters and factors affecting the Authority’s fiscal condition; forecast revenues and expenditures in the Authority’s development program utilizing a variety of economic information and sources; interpret and analyze legislation affecting affordable housing development and partnership structures; understand the principles of financial planning and forecasting, public finance; prepare budgets; develop and articulate housing finance and development policies at local, state and federal levels; communicate the Authority’s positions at local, state and federal hearings; assist Development staff in planning strategies by providing technical expertise and financial information; establish priority activities for incorporation in the Authority’s strategic plan; understand computer capabilities and their applications; track expense records of development projects against budgets; establish and maintain satisfactory work relationships with other employees; prepare concise reports and
make recommendations; utilize personal computers and software; communicate effectively, both orally and in writing (or with audio and visual capacities).
