 Job Title:  Purchasing, Director

Position Summary:
Design, innovate, lead and nurture a dynamic team environment where the strategic development, publication and evaluation of solicitations for goods or services, policy and procedures enhancement, business re-engineering, innovation and strategy improvement and other procurement services thrive within an intense “customer service” environment. Develop, review, and/or modify the systemic and program-based methods, protocols and procedures for the E-Procurement conversion of the acquisition process. Motivate, direct and lead Contracts & Procurement Department professionals utilizing a team approach to accomplish the efficient, timely, customer sensitive and effective development, publication and evaluation of all phases of the solicitation process.

Essential Duties and Responsibilities:
  • Design, develop, implement and coordinate all systemic and other acquisition services operations efficiently and effectively within appropriate policy guidelines and with an emphasis on consummate “customer service”.
  • Develop, facilitate, manage and document systemic and other procurement services activities, including interactions with contractors, contracting officer representatives, company Business Unit members and others involved in the purchasing  & contracting of services.
  • Provides timely and a “customer friendly” focus using sound business management practices and the latest technology.
  • Design, innovate, manage, sustain and facilitate the systemic state-of-the art re-engineering of acquisition services strategies, protocols and responsibilities that provide for systemic and other streamlined acquisition of goods, materials and services and better internal and external “customer service” expectations and outcomes.
  • Lead, plan, prioritize, assign, realign and review the work of staff responsible for the full range of acquisition-related activity.
  • Select, train, motivate and evaluate responsible personnel; provide or coordinate staff training; work with employees to develop short- and long-term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
  • Develop, direct, coordinate and deliver training, materials and technical assistance and support to Business Unit members and other individuals involved in the acquisition services processes.
  • Identify, analyze and solve systemic problems and opportunities related to the delivery of acquisition services activities including integration, continuity and process design challenges between Acquisition Services, Systems & Quality Assurance and Strategic Relations Teams.
  • Develop and implement state-of-the-art internal training programs and curricula related to Acquisition Services activities for employees of the Team and develop individualized career proficiency and advancement modules for each employee of the Contracts & Procurement team.
  • Effectively interface with Senior Management, Business Unit members, other Acquisition and Management Services Departments, contractors and members of the public on a regular basis to prepare and administer solicitations and discuss contract administration responsibilities, services, recommendations and requirements.
  • Provide sufficient and timely information that allows Senior Management and other Business Unit members to make strategic decisions regarding key acquisition services related matters or recommendations.
  • Research business and governmental acquisition-related “best practices” and adapt protocols and recommendations to enhance the company acquisition solicitation and evaluation strategies.
  • Develop, facilitate and update comprehensive policies and procedures, guidebooks and forms related to procurement services.
  • Maintain an up-to-date knowledge of local, state and federal regulations and requirements related to procurement services activities.
  • Perform such other related duties as may be required and/or assigned.
 
Knowledge and Skill Requirements:  
This position requires a high level of confidentiality, competence, integrity, and leadership acumen, as well as:
  • 3 - 5 years experience in managing a team(s)
  • Oversee and manage Informal Procurements (i.e., Micro Purchases, Small Purchases, etc.), Formal Procurements (i.e., Request for Proposals, Requests for Quotes, Cooperative Agreements, Intergovernmental Agreements, Invitation for Bids, etc.), Alternate Procurements (i.e., Project-based Housing Assistance, Reverse Auctions, Electronic Catalogs, Competitive Exceptions Lists, Non-competitive proposals, etc.), emergency or other unplanned acquisitions and such other acquisition activities for the company or its subsidiaries may require from time to time.
  • Excellent verbal and written communication skills, with the ability to read, interpret and develop solicitations, narratives, handbooks, policies, procedures reports, documents and complicated Business Unit business information summaries, as required.
  • Ability to manage systemic and extremely complex projects in a time-sensitive environment using strong analytical skills, abilities with attention to consummate customer service.
  • Ability to develop, design and implement systemic protocols, practices and procedures relative to acquisition services program activities.
  • Excellent interpersonal skills with the demonstrated capability of developing and maintaining internal and external positive and professional relationships.
  • Excellent research and analytical skills and experience in preparing solicitations, proposals, and similar documents of various complexities. Excellent organizational skills to plan, prioritize, evaluate and solve systemic and other problems and challenges quickly and accurately.
  • Ability to communicate in a clear, concise and effective manner in preparing correspondence for high level initiatives, conducting pre-proposal conferences and presenting information to senior management and other Business Unit members.
  • Excellent motivational skills with ability to initiate and conclude delegated assignments and projects utilizing a team approach.
  • Knowledge of management information and records systems related to acquisition services related activities.
  • Excellent judgment, tact, diplomacy and other business skills in dealing with internal and external customers.
  • Excellent attendance, punctuality and sensitivity to internal and external time lines.
 
Education and Experience:
  • Bachelor’s degree in a related field with five (5) to seven (7) years of related experience or equivalent combination of education and/or experience required. 
  • Work requires strong supervisory skills, superior verbal and written communication abilities, superior interpersonal skills, commitment to and delivery of excellent customer service, creativity, organizational skills and demonstrated proficiency and use of current office technology and software application(s) on a regular basis. 
  • Presentation skills are required to effectively present information and respond to questions from Business Unit members, vendors and customers. 
  • Demonstrated experience in contract administration and project/time management principles. 
  • Working knowledge of the Code of Federal Regulations (“C.F.R.”) and/or U.S. Housing Urban Development (“HUD”) regulations, handbooks and interpretation is preferred.         
  • Certified Purchasing Manager (“CPM”), Certified Public Purchasing Officer (“CPPO”) or Certified Professional Public Buyer (“CPPB”) certifications are highly desirable. 
  • Private or public sector procurement or acquisition experience is a plus.          
Working Conditions:
Generally work in office environment.  Must be able to sit and stand for long periods of time. May require bending, stooping, reaching.  Must be able to work in a deadline-focused and pressure-driven environment. Lifting does not usually to exceed 10-20 pounds.  May be required to have valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Driver’s List.”  Occasional overtime is required to meet workload demands.
