Job Title:  Contract Specialist

POSITION SUMMARY:

Under the direction of the Finance Director, the individual in this Contract Specialist position is responsible for every phase of contract development from researching the legal regulations to negotiating the terms and preparing the print document. May collaborate with the legal team or work independently to evaluate bids and draft documents. The Contract Specialist is also responsible for assisting vendors to terminate contracts on favorable terms.

MAJOR DUTIES AND RESPONSIBILITIES:  include the following:
 
  • Negotiate contract agreements for products and services.
  • Assess contractor performance to identify the need for amendments of existing contracts.
  • Prepare and edit contracts between the company and potential clients.
  • Handle breach of contract in a timely manner.
  • Serve as the main liaison with outside contracting representatives.
  • Develop and implement effective procurement proposals.
  • Research regulations to guarantee contracts are updated and in compliance with laws.
  • Coordinate with clients to guarantee terms of contracts are fulfilled in compliance with the contract terms and regulations.
  • May assist with payables as needed.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS

Education and Experience
Bachelor’s degree in Accounting, Finance, Business Administration, Law, or a closely related field with three (3) years of work experience, preferably in local government.    

Certificates, Licenses and Registrations
Certified Professional Contracts Manager (CPCM) is required

Knowledge, Skills, and Abilities
 
  • Knowledge of current and legally binding contractual language and terminology
  • Ability to identify, analyze, and suggest solutions for problems, customer complaints, and client concerns
  • Excellent interpersonal and communication skills, including an impeccable mastery of the English language
  • Clear adherence to company policies and procurement rules and regulations
  • Good organization skills and the ability to multitask on several projects simultaneously
  • Knowledge of negotiation best practices, both in-person and in written form, that considers cultural norms
  • OTHER REQUIREMENTS
May occasionally be required to work beyond the normal workday to complete projects, attend meetings, or participate in city events.
